LineageOS is based on the Android Open Source Project with extra contributions from many people within the Android community. It can be used without any need to have any Google application installed. Linked below is a package that has come from another Android project that restore the Google parts. LineageOS does still include various hardware-specific code, which is also slowly being open-sourced anyway.

HOW TO INSTALL
-Download the latest build from the links given below for your respective moto device.
-Download the Gapps from http://opengapps.org
-Place both the rom zip file and the gapps zip file in your internal storage or external storage
-Reboot into twrp recovery of your device
-Select Install in the twrp recovery
-Navigate to the rom zip and select it then press flash
-After the rom flashing process completes select the gapps zip and press flash
-Wait for it to finish
-Reboot
-Done
